Project Overview
The National Emergency Employment Program (NEEP) for Rural Access was a US$54 million initiative aimed at rehabilitating critical infrastructure in Afghanistan while maximizing local employment. The project focused on restoring essential aviation and building infrastructure across multiple regions.
Roles and Responsibilities
Project Manager (Airport Engineer & Planner)
- Technical Leadership: Tasked with the review of Afghan airfields and the establishment of a comprehensive database.
- Engineering Management: Managed 8 airfield projects through a network of 5 Regional Engineers and 10 Provincial Engineers.
- Design & Procurement: Responsible for survey, design, and preparation of civil works packages.
- Community Impact: Designed projects for quick impact and maximum employment for locals through appropriate engineering solutions.
Key Projects and Achievements
Airfield Rehabilitation
- Regional Coverage: Managed projects in Kabul, Gardez, Zaranj, Farah, Ghor, Badghis, Faryab, and Faizabad.
- Infrastructure Scope: Rehabilitation of terminal and office buildings, construction of runways, aprons, taxiways, access roads, security infrastructure, fencing, and utility systems (electrical and water).
Specific Project Highlights
- Gardez Airport: Survey and design of a development plan featuring a double bituminous surface treatment runway, taxiway, apron, access road, terminal, and visual control room building.
- Kabul Airport: Survey and design of a rigid (PQC) aircraft parking apron, asphalt concrete taxiway, and terminal building for USAID.
- MOPW National Lab: Design and construction of an annexe and rehabilitation of the National Lab building at Qasabar (2004-2005).
Strategic Impact
- Provided administrative and engineering support to the Chief Technical Advisor (CTA) for project reviews and performance improvement recommendations.
- Implemented engineering solutions that prioritized local labor, contributing to post-conflict economic recovery.
